Independent Ethics Officer
With Adams County’s continuing emphasis on transparency and accountability, the board of commissioners selected the county’s first independent ethics officer.
Through a competitive process, Adams County selected Suzanne M. Dugan with the law firm of Cohen Milstein Sellers & Toll as the independent ethics officer for Adams County.
Selecting an independent ethics officer signifies the board’s commitment to strengthen the code of ethics to ensure best practices for good government. Dugan’s duties include receiving, evaluating and investigating reports of unethical conduct by or within Adams County government. She will also collaborate with Human Resources and the County Attorney’s Office to create and maintain an effective Code of Ethics Education Program.
Dugan graduated magna cum laude from Siena College in Loudonville, New York, and earned a Juris Doctor cum laude from Albany Law School of Union University. She has over 20 years of legal experience with a focus on ethics in government practices. Dugan has almost 15 years experience working for the New York State Ethics Commission, serving in several positions including General Counsel and Acting Executive Director before her appointment as Special Counsel for Ethics to the New York State Comptroller.
Dugan’s government ethics experience brings practical skills in implementing ethics reforms, such as creation of a hotline for reporting wrongdoing, proposed changes to the code of ethics to reflect best practices, creation of a comprehensive ethics education program and service as an independent expert resource on ethics issues.
